From memory they were fined for salary cap breaches in 2002, 2011 and 2020 which was a particularly nasty one where we also saw Ditchburn take a fall…but I could be wrong.
It comes down to one single thing, with the addition of anywhere from 11 to 17
AFL listed players, Peelmantle can and have won premierships. Without those AFL players Peel would struggle to make finals, which was clearly the case before they were taken over by Freo.

And to answer your question; NO. They are just an Association side made up from teams in their district. It would be like the Lower South-West representing East Perth or Great Northern League representing East Fremantle.
